Make him a cash offer of what you think it is worth if you really want it. However, the keys being "forgotten" at home is kind of fishy. If someone puts their bike on consignment, generally they do want to sell it, and will be fair about it. This sounds like someone is trying to foist off a beater that isn't paid off, and wouldn't be worth the hassle.
You need to make your own call on this, but from personal experience, I'd tell the dealer to kiss my a$$ and take my business and money elsewhere. There will always be another one turn up somewhere/someday.
